There were guides on the highway waving their finger like we were heading the wrong way, but when we stopped they just wanted us to park in their lots and to charge us for a ride into the city / sell us tours. One guy even chased us down in a scooter acting like it wasn't allowed for us to drive ourselves, which it is 100% allowed, you just have to pay the tourist tax and parking fees when you arrive.
